Local Government Risk Services (LGRS) has been the specialist risk provider to Local Government in South Australia for over 30 years. Over this time LGRS has developed a comprehensive range of services delivering unique risk protection and claims management.

LGRS has an extensive history of understanding and meeting the needs of the Local Government sector through the delivery of solutions beyond traditional insurance. The risk profile of Local Government is unique, diverse and complex and has been served well through the successful self-insured Schemes.

Local Government Risk Schemes

The Local Government Association Workers Compensation Scheme (LGAWCS)
The LGAWCS provides a full range of risk, work health safety and injury management services including claims management and vocational return to work services in respect of actual and potential liabilities for any workers compensation claims lodged against Members. The LGAWCS holds the overall responsibility for the self-insurance license and maintains appropriate claims and return to work management facilities and expertise. 100% of South Australian Councils maintain ongoing membership of the LGAWCS.


The Local Government Association Mutual Liability Scheme (LGAMLS)
The LGAMLS provides Local Government Members with fully integrated risk, claims and legal services for the management of civil liabilities. LGAMLS Members participate in the self-managed concept enabling greater control over financial viability relating to civil liability risks. The application of a risk management framework allows a Member to measure and monitor business improvement while reducing civil liability risk associated with its business profile risks. 100% of South Australian Councils maintain ongoing membership of the LGAMLS.


The LGA Asset Mutual Fund (LGAAMF)
The LGAAMF manages the property, assets and financial risks of South Australian Local Government authorities as an innovative alternative to the traditional Industrial Special Risk (ISR) policy offering. 100% of South Australian Councils maintain ongoing membership of the LGAAMF and are provided with:

  •  Cost effective protection of assets
  •  Risk management services and programs
  •  Specialised claims management support
  •  A mutual approach that supports positive financial outcomes and minimises the effect of external influences

The Local Government Income Protection Fund (LGIPF)
The LGIPF is a self-insured fund created for the benefit of Local Government authorities and their employees. The LGIPF provides benefits to employees who have suffered an accident or illness outside of working hours. This means that the employee’s claim may be either a claim for Workers Compensation or Personal Accident – but not both. The LGIPF offers discretionary indemnity and claims management services to Councils for employees in respect of loss of income resulting from a non-work related injury or illness.

As Local Government continues to develop in South Australia, LGRS is working with all Councils to ensure the secor can jointly identify opportunities to minimise risks by the introduction of proactive systems and processes in the area of risk management.
