Gary Okely
Head of Public Sector - Pacific

Gary Okely is a prominent figure in the Australian insurance and risk advisory sectors, with extensive expertise in alternative risk financing, insurance broking, and risk management for Public Sector entities. With a career spanning over three decades across Australia, Asia, and London, Gary brings a wealth of global experience and strategic leadership to his role.
As Head of JLT Public Sector, Pacific (Marsh McLennan), Gary leads a national team supporting more than 500 local councils and government organisations across Australia. His key strengths lie in his strategic risk advisory leadership, deep broking professionalism, and strong advocacy within re/insurance markets and government sectors. Gary’s affiliations include Marsh McLennan, JLT Risk Solutions Pty Ltd, the National Insurance Brokers Association (NIBA), South Australian Local Government Mutual Risk Schemes/Boards, and the Institute of Company Directors.
Gary is a regular speaker at industry conferences, including NIBA, the Australian Local Government Association, the Governance Institute’s Public Sector Forum, and various state local government associations. His focus areas include public trust, financial sustainability, and resilience in Government.
James Sheridan
General Manager, Western Australia & Northern Territory, and CEO of LGIS

James leads our Public Sector operations in Western Australia and Northern Territory, and is the CEO of LGIS.
Over the last 18 years’, he has worked within and specialised in public sector mutual risk products, insurance and risk management. He has a deep understanding of public sector risk management and risk financing across local governments and state/territory agencies in WA and NT.
In 2023, James was appointed CEO of LGIS, a member owned mutual indemnity.
Keely Autrey
General Manager, New South Wales, Victoria and Tasmania

Keely leads our New South Wales, Victoria and Tasmania Public Sector teams and has over 14 years’ experience in the insurance industry working predominantly in the Local Government sector.
She has worked in a variety of claims, insurance and risk advisory roles both in the Australian and London markets which included the placement of reinsurance for local government entities around the world.
As a manger of a Local Government mutual on behalf of members, she is passionate about working closely with Councils to ensure the mutual delivers innovative and tailored solutions while continuing to meet the core values of Strength, Stability and Integrity.
Tony Gray
General Manager, South Australia

Tony leads our South Australia team. Joining JLT in December 2015 as Executive Manager of Public Sector, he has worked closely with Councils to deliver on Local Government needs.
With over 15 years’ experience leading Commercial Operations, Tony’s background brings a depth of understanding of the benefits and challenges associated with effective enterprise risk management.
As the General Manager Public Sector in South Australia, Tony is responsible for all LGRS Schemes and continually working with clients to deliver tailored solutions to Councils.
Justin Gillingham
Executive Manager, JLT Public Sector Victoria/Tasmania

Justin brings over 20 years of experience across diverse sectors, including sport and entertainment, affinity, and the Public Sector, with a career spanning both the Australian and London markets.
In 2024, Justin was appointed as the leader of our Victorian and Tasmanian Public Sector team, following seven years of successfully managing the Account Management and Placement team for the Public Sector business in Victoria and Tasmania.
He is deeply committed to delivering exceptional value to clients across a broad spectrum of service disciplines. Justin’s diverse background offers a unique perspective, ensuring that our value proposition remains robust and relevant in an evolving risk landscape.
Nathan Turner
General Manager – Queensland | JLT Public Sector

Nathan leads our Public Sector operations in Queensland.
With over 20 years of experience in the insurance industry, Nathan brings a wealth of knowledge and expertise to his role. He holds a Bachelor of Laws and initially specialised in managing liability claims for local authorities, where he developed strong skills in navigating complex legal frameworks and ensuring effective claims resolution.
More recently, Nathan has focused on designing and implementing innovative risk transfer and management solutions for local authorities. His ability to adapt to the evolving needs of the industry underscores his commitment to supporting local authorities in achieving their organisational objectives. Nathan is passionate about empowering local authorities to build resilience and better navigate uncertainty.
